Priority does not guarantee order in which stations will turn on. For example, two stations are waiting to turn on. Station 1 has a priority of Essential with a GPM of 30 and Station 2 has a priority of Moderate with a GPM of 10. Currently, there is 20 GPM available. The scheduler will allow Station 2 to run instead of delaying it to allow for Station 1 to turn on whenever 30 GPM is available.
